Objectives
The course intends to provide an introduction to human resources management practices in Public Administration, based on the following objectives:
1. Frame HRM knowledge in the context of Public Services management;
2. Understand the PA Reform processes and the underlying theories;
3. Understand the evolution and cycles of HRM in PA and influences of supranational institutions;
4. Identify and understand the HRM operational management subsystem in Portuguese PA
5. Identify the importance of ethics in Portuguese HRM.
To achieve these objectives, a teaching methodology is developed that combines theoretical exposition, with work of an applied nature to be carried out by the students, either in the classroom or through autonomous work. The aim is to develop student’s technical skills related to the practice of HRM in Public Administration, as well as behavioral skills, such as teamwork, autonomy, proactivity and the ability to critically analyze situations and problems -
Teaching Methods
The teaching/learning methodologies presuppose a transition from a model composed of theoretical and practical classes to a model supported by theoretical-practical classes, with a reduction in contact hours and an increase in autonomous work on the part of the students. These methodologies will be operationalized considering an articulation in the classroom of two moments: a moment in which an Expository / Interrogative methodology is used and another moment in which a participatory methodology is used, centered on the participation of the student as an agent who builds their own knowledge.

Content Explanation
The programmatic contents seek to respond to the stated objectives, insofar as:
1. the first, second and third points of the program respond to the first 3 objectives of the course by introducing the theoretical context of human resources management in public administration, contextualizing it with supranational influences and guidelines, as well as with evolution of HRM in the Portuguese PA.
2. the fourth and fifth points of the program address the strategic and operational management of human resources in public administration, its relationship with organizational strategy as well as its relationship with the exercise of ethics in PA -
Methodology Explanation
To fulfill the syllabus, we use teaching methodologies that combine an expository/interrogative approach to the syllabus, which must be theoretically supported. This methodology is combined with participatory methodologies. The aim is to respond to the general objective of contributing to the development of a critical and informed reflection on the role of human resources management in Portuguese public organizations.
